Here in your case, as a first step, I would advise you to reset the Windows update components. For this you can use the fixit option in the link http://support.microsoft.com/kb/971058 . For advance steps, you can refer to the link http://support.microsoft.com/kb/906602

I have windows 7 my problem started when I turned off my computer forcefully due to power failure, it can boot to username and when I put my password and click on login screen becomes black with white cursor and nothing on screen, I tried Ctrl + Alt + Del to launch task manager but only says lock computer , log off , change password, I don’t have task manager listed there , I tried safe mode also but same thing happened.
