If you are able to get to the safe mode, you can try to change the option in registry that has worked for me. Please remember this step here involves editing registry. If done in an improper manner, system may not start so please make a backup before proceeding:
Start | Run | Regedit
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Setup\RecoveryConsole
Set the DWORD SecurityLevel value to 1
Exit Registry and Reboot
Once this is done, start the recovery console again and it should not ask you for the password anymore.
