The thinking circle comes when the system is doing some task in the background. It could be a genuine task or a spyware that’s taking up some process and resource. You have run Ccleaner but it din’t help you much, this was a good step you performed. Lets try some steps here:

(A) If you have a antivirus and a antispyware software, please update both and run a full scan individually and delete any infections that are reported.
(B) Press Ctrl+Alt+Del keys at the same time and launch the task manager, at the top, click on the processes tab and see if any process is taking too much resource and if that process is identified to a know program.
(C) Click Start>type msconfig in the search box and then select the result…. In the window that opens us, click on startup tab, here all those programs are listed that start when the windows start, try to remove check marks from those whom you feel are unnecessary.
(D) Click on Start>accessories>System Tools>disk Cleanup …. Here select files that you want to delete that are not important, this will free up system space and harmful temp files, if any.
