This file may be a part of some program that is running in the background and starts up with Windows. First lets run a System File Checker. Perform a sfc (System file check) scan:
a. Click Start, All programs and then Accessories. Right Click Command Prompt and select Run as administrator.
b. In the Command Prompt window type “sfc /scannow” (without quotes) and then press Enter.
c. After the scan has completed, close the command prompt window, restart the computer and check for the issue.
Once the above is done, check for issue resolution. If not, boot your system to safe mode and see if the error comes, in no, then use the MSCONFIG utility to identify the program that is starting up with windows and causing this error. Now reinstall that program or remove it.
