This could be due to many reasons. Try to boot to safe mode and see if the error comes. If not there may be some software running in the background that may be causing this. Try to use the start>Run>msconfig hit enter …go to the startup tab and minimize checkmarks next to the programs that you want to startup with windows. Also update your antivirus software and run a complete scan of your system. Update all device drivers to current.

The backup and restore page on my Windows 7-based computer is appearing blank. I was unable to execute the command sfc /scannow as an administrator login was required. But I was signed as an administrator only. Can someone please suggest how to fix this problem?
