How can I troubleshoot an error message that dciman32.dll is missing on my Windows 7-based computer?

You could try downloading the missing .dll online or copy it from a system and place it in the installation directory of the program you are trying to start or if that that does not work place it into the system32 directory. Alternatively you can try to use the System File Checker as listed in http://support.microsoft.com/kb/929833
