On my Windows Vista-based computer, I have made two user accounts. In one of the user accounts, some programs are not listed in the start menu and cannot be accessed. These programs are available in the other user account. What could be the problem?

You have not mentioned if the user in question is a admin account or a general account. This would depend on the program in question. Some programs install for all users, others do not. Those that do not would need to be installed per-user.
