Please try these steps:

a) Try to download the Windows Live Essentials and install it. Windows Live Messenger is a part of the Windows Live Essentials.
b) Try to download windows live messenger through a different browser like Mozilla Firefox or Google Chrome
c) Clear the temp folders. To do so, follow these steps:
o Click Start->Click Run->Type Temp and click on OK->Delete all file
o Click Start->Click Run->Type %Temp% and click on OK->Delete all files
o Click Start->Click Run->Type Prefetch and click on OK->Delete all files
d) Do a disk cleanup
e) Disable the security software and try again
