What exactly is the error that you get when you try to boot the computer?
Are you able to access the Windows Advanced options menu?
Please try these basic steps and check if it helps. If the issue is still not resolved, then please post back with more information like:

Operating System that you have?
If the operating System disk is available for advanced troubleshooting?
a) Disconnect all the external peripherals and devices, except the keyboard, mouse and monitor.
b) Restart and check if that helps.
c) Try to get to the Windows Advanced Options Menu by tapping the F8 key on the OEM Logo when you turn the computer on.
d) If you are able to get to the Windows Advanced Options Menu, chose Last Known Good Configuration and press enter. Check if this helps you to get back to the desktop.
e) If that does not help, try Safe Mode
f) If you are able to boot to the Safe Mode, do a clean boot.
g) To do a clean boot:
• Click on start
• Click on Run
• Type msconfig and click on ok
• Click on the startup tab and click on disable all at the bottom
• Click on the services tab and check the box “Hide all Microsoft Services”. Click on disable all
• Save changes and restart the computer.
• Check if this helps you to get to the normal mode.
h) If you are unable to get to Safe Mode or Safe Mode with Networking, then try to boot to Safe Mode with Command Prompt
i) If you are able to get to the Command Prompt, try a system restore. Use the following command at the command prompt:
C:\windows\system32\restore\rstrui.exe
Follow the onscreen instructions to complete the system restore.
