Yes, you can install them as these are drivers update, this will enhance the hardware with new features and increase compatibility. Although as the name suggest its optional so its up to you.

I am pretty sure that Netflix option is available for Windows Media Centre in Windows 7 for U.S. users. To my surprise though, I bought this Lenovo laptop with windows 7, hoping to get some movies, and the Netflix option was missing.
