There are 3rd party applications that can do this. I had once tried Windows 7 Folder Background Changer v 1.1 from the link http://www.softpedia.com/get/Desktop-Enhancements/Other-Desktop-Enhancements/Windows-7-Folder-Background-Changer.shtml and it worked well in the 64bit version as well.
