In this case we need to follow these steps
• Turn off your computer
• Disconnect all cables.Power cable as well
• Disconnect the battery from the bottom of the computer.
• Reconnect the power cable
• Turn on the power
• Choose Start windows Normally
• Reset the battery
• Reset RAM
• If this does not work boot in Recovery console (Windows XP ) or WINRE (Windows vista and Windows 7)
• Run Chkdsk /r on the harddrive to repair the bad sector on the harddrive.

I was rearranging my taskbar icon and deleted windows explorer from the taskbar. when i tried to pin it to the taskbar again (drag and drop) it wouldn't pin. then i tried right clicking the icon to pin and the "pin to taskbar" dialogue box was gone.
