Since you have tried uninstalling the Panda Antivirus from the control panel without any success, i would advice you another official way:

1. Download the UNINSTALLER_11.EXE (632 KB) file from http://www.pandasecurity.com/resources/sop/UNINSTALLER_11.exe
2. Save the file, to the Windows Desktop for example.
3. Run the UNINSTALLER_11.EXE file by double-clicking it.
4. A window will be displayed requiring confirmation to begin the uninstallation and warning about the system restart once the process has ended. Click Yes.
5. Then check if the following Hotfix registry key exists in HKEY_LOCAL_MACHINE\SOFTWARE\Panda Software\Setup\
Go to Start / Run and type REGEDIT.
Browse through the tree structure until you find HKEY_LOCAL_MACHINE\SOFTWARE\Panda Software\Setup\Hotfix
Once you have found the Hotfix folder, right-click and select Delete.
6. To complete the uninstallation process you need to restart your computer. To do so, click OK on the new window.
Note: a window asking to reboot the computer might not always appear. It is anyhow advisable to reboot the computer after executing the uninstaller.

* Make sure to backup the registry before you make any changes to it. Modifying the registry incorrectly might take the computer to an unstable state.
