We need to know whether you have tried to save any other file to the C drive or is it only happening with Excel program ??
However you can try these steps

• I hope you have taken ownership and given permission to the C drive completely. Try it once again.
• Try to Turn off UAC from Control panel ->User Account
• Now try to save the file in C drive
• Else you can save the file in some other location and then drag it to C drive and check .
