This issue may occur when the Microsoft .NET Framework installation on the computer is damaged or is missing. Which version of .NET is installed in your system? According to the version you have in your system, please follow the steps mentioned in the link http://support.microsoft.com/kb/926804 You can download the latest and earlier versions of .NET from http://www.microsoft.com/net/download
