On my Windows Vista-based computer, I have made two user accounts. In one of the user accounts, some programs are not listed in the start menu and cannot be accessed. These programs are available in the other user account. What could be the problem??

To enter safe mode on my Windows 7 laptop, I press the F8 key. But this does not boot the system in safe mode. This opens the boot device options. How can I boot in safe mode??
