How can I perform disk clean up and disk defragmentation in Windows 7??

In Windows XP, I can't log on to my user account. There is an error stating that Windows cannot find the local profile and is logging you with a temporary profile. Changes you make to this profile will be lost when you log off. Why is this error coming, any idea??
