Resetting the ‘Power on’ password manually involves removing the cover and reseating the jumper plug. Click on the ‘Clearing Forgotten Passwords’ link on http://support.dell.com/support/edocs/systems/insp531s/en/OM/html/appendix.htm and check the ‘Clearing CMOS Settings’ section if you are still prompted for the CMOS password.

Option 1: Dell Windows 7 password reset by other accounts with admin rights

Option 2: Recover Dell Windows 7 password with command

Option 3: Create a bootable Dell Windows 7 password recovery disk
There are many ways to make the disk to bypass Dell password or reset Dell password. Let’s take Windows Password Recovery Enhance as example. A blank CD/DVD or USB Flash Drive will be needed.
1. Download Windows Password Recovery Enhance and install it.
2. Burn the ISO image file to a bootable password recovery CD/DVD or USB Flash Drive.
3. Set your locked Dell PC as target to boot from CD/DVD or USB Flash Drive.
4. Complete Dell Windows 7 password reset.

The third one helped me DIY a password reset disk easily and got out of problem quickly!
