Please try the following steps:

(a) Make sure your mouse scroll button and the arrow keys in the keyboard are not stuck.
(b) Right-click the Internet icon on the desktop, and then click Properties. Click the Advanced tab, and then click the Use Smooth Scrolling check box to clear.
(c) Check for and addon that may be causing this and disable it.
(d) Run a security software scan on your system.
