The issue that you are facing may be due to some software corruption or settings. There are quite a few steps that we can try here:
(a) Run the Windows update.
(b) Check for add-ons, try initially to launch the no add-on IE mode and then check. If it improves, you will have to identify which add-on may be causing this. Do this Start> Programs> Accessories> System tools> Internet Explorer (no add-ons)
(c) Update to the latest Java and enable JavaScript, if not enabled.
(d) In Internet Options> Advanced> Accelerated graphics (first in the list) try "Use software rendering" checked and unchecked
(e) Try to reset the Internet Explorer settings to defaults.
