In Internet Explorer 8, are there some settings that can be configured so that a webpage refreshes automatically after a specified time interval?

To turn ON Auto-Refresh or Meta-Refresh :

1 Goto Tools - Internet Options – select the tab Security
2 Click on Custom Level - Scroll till you find Miscellaneous
3 Allow META REFRESH - Select Enable
4 Click on OK and exit.

There are some 3rd party addons also available which helps the browser to auto refresh, you can try to search them online.
