You have not mentioned which browser you are using. I guess it is Internet Explorer and it is possible that the work offline option is enabled. In IE, click File in Menu and then if there is a check mark next to Work Offline, click on it again so that the check mark goes away. Now you can restart the IE and try to browse again.
