If you want to have Google as the webpage when you open a new tab on internet explorer, then follow these steps:

a) Make Google your homepage. To do so, go to http://www.google.com
b) Click on tools
c) Click on Internet Options
d) Under the Homepage option, click on use current
e) Click on Apply
f) Now under “Tabs” click on settings.
g) Under “When a new tab is opened”, chose “Your first homepage” from the drop down menu
h) Save changes and reopen the Internet Explorer
