You have tried most of the steps, please try the following:

(a) Make sure the printer and software is compatible with the OS.
(b) Uninstall any old printer, redundant/ghost printer.
(c) First install the printer and then connect the printer.
(d) Get the latest drivers from http://h10025.www1.hp.com/ewfrf/wc/product?cc=us&lc=en&dlc=en&product=428800
(e) Update the Windows
