To resolve the problem follow these steps.
If you are trying one single USB device for all usb ports on the computer, then try another one. Just to confirm the issue.
Reinstall drivers.
Update BIOS
Remove and reinstall all USB controllers
• Click Start.
• Click Run devmgmt.msc
• Open the Device Manager.
• Expand Universal Serial Bus controllers.
• Right-click every device under the Universal Serial Bus controllers node, and then click uninstall to remove them one at a time.
• Restart the computer, and then reinstall the USB controllers.
• Plug in the removable USB storage device, and then test to make sure that the issue is resolved.
Do a repair install of Windows.
Reformat harddrive, install windows and drivers.
