You can follow the following steps to achieve the same:

Click Start, point to Programs, and then click Outlook Express.
On the Tools menu, click Options, and then click the Security tab.
Click to clear the Block images and other external content in HTML e-mail check box.
Click OK.

Restart Outlook Express

Unblock picture downloads for all messages 1.On the Tools menu, click Trust Center, and then click Automatic Download. 2.Clear the Don't download pictures automatically in HTML e-mail messages or RSS items check box.
