Which folder are you unable to create? Is it the PST or the normal folders, What is the process you are following and are there any error messages? Try these:

(a) Open Outlook in safe mode and see if you are able to do what you want. There may be some addins that may be causing this issue.
(b) Try to disable the security software for some time and see if it makes any difference.
(c) There may be issues with your profile, try to create another profile and then see if you are able to create new folder.
