The issue may be due to the older version of the Office in your system. Try this which worked for me. Go to the control panel, add-remove programs, click on Office 2007, and then the change button. Hit the Add/Remove button, and then on the next screen make sure to click on the very top option and "Run All on My Computer". Let this finish and then try again to work on Outlook.
