Outlook 2010 - Any time I try to send an email, the email will not leave the outbox. It does not matter whether there is an attachment or not. I have tried repairing, working offline to delete the stuck email and everything else I can think of, however, deleting it and retyping the whole email to prepare for another send only ends up with the same result

I assume that your internet connection is working and you are able to receive emails from external server. Are you in a corporate environment or just at home? Have you checked in E-Mail Settings dialog> locate the outgoing server tab and check the "My outgoing server (SMTP) requires authentication" checkbox. It is also possible that your profile may be damaged. Try to create another profile and then try to send and see if it works. Check if your security software is blocking any emails.
