One of my cousin is having Windows XP with SP3. Whenever she opens IE8, she encounters a blackbar. How can she remove it?

Lets change some settings here and see if it makes any difference. Click start, control panel, administrative tools, services. That brings up the "Services" list. Scroll down to "themes", single click it. Click the "stop" option, double click "themes" which opens a new window. Change "automatic" to "manual". Now check in IE.
