I am unable to connect to a wireless network because of the error message "Windows was unable to find a certificate to log you to the network". The browser is Internet Explorer 8 and the OS is Windows 7.

You have mentioned you have Windows 7, are you sure? Please go to Start --> Programs --> Accessories --> Communications --> Network Connections --> Right-click your Connection and select Properties --> Click on the Authentication tab --> Disable / uncheck the option IEEE 802.1x authentication for this network.
