Please try these steps;

(a) In your phone, enable Bluetooth and hardware discovery.
(b) In the computer, once Bluetooth is enabled, right click on Bluetooth icon in system tray and click ADD a device…. This will start looking for a new device.
(c) From the list choose your Smartphone and click next. Follow the onscreen instructions like providing a passkey etc and then its done.
